H.E. Solo Andry Lantosoa Rakotomalala is the first woman Ambassador of the Republic of Madagascar to the United States of America and a distinguished leader in economic development, corporate governance, and international relations. With more than twenty-five years of professional experience across fifteen countries, she is widely recognized for advancing transformative reforms, strengthening institutions, and fostering international cooperation.
Ambassador Rakotomalala has held several senior leadership positions, including Minister of Industry, Trade, and Crafts of Madagascar, Chairperson of the Economic Development Board of Madagascar, and Board Member of the Central Bank of Madagascar. She has also served in key roles with multilateral and international institutions, including the International Finance Corporation (IFC) and Francophonie. She is a fellow member of the Chief Economists of Government CEoG Initiative in Africa aims to strengthen knowledge-based policymaking in African countries to promote economic growth and transformation, led by the World Bank Group.
During her tenure as Minister of Trade and Industry, Ambassador Rakotomalala led Madagascar’s investment climate reform agenda, advancing public–private dialogue, regulatory modernization, and the National Industrialization Strategy. She also played a key role in major international trade negotiations, guiding Madagascar’s accession to the African Continental Free Trade Area (AfCFTA) and chairing the Council of Ministers of the Common Market for Eastern and Southern Africa (COMESA).
Leveraging her extensive expertise in international trade, Ambassador Rakotomalala chairs the AGOA Subcommittee of the African Group of Ambassadors in Washington, D.C., leading high-level advocacy for the reauthorization of AGOA and strengthening Madagascar’s trade diplomacy in an evolving global economic environment. Ambassador Rakotomalala holds master’s degrees in innovation and entrepreneurship, international relations, and management accounting, and is an order member of the Chartered Professional Accountants of Quebec (CPA). Fluent in Malagasy, French, and English, she brings a global perspective and a strong ability to build partnerships across cultures and regions.
Born in Antananarivo, she is married and a proud mother of two.
